Our study examines how three peripheral European NUTS3 regions – Jász-Nagykun-Szolnok (Hungary), Altmarkkreis Salzwedel (Germany), and North Ostrobothnia (Finland) – can develop resilient talent ecosystems amid demographic decline and persistent socio-economic peripherality. Using document analysis, regional statistics, and comparative evaluation, we assess how spatial, institutional, and socio-economic factors influence talent recognition, retention, and attraction. Results indicate that economic performance and R&D&I investment drive talent retention, but higher education, infrastructure, and social openness are equally critical. North Ostrobothnia exemplifies a coordinated, long-term talent development model, whereas Hungary and Germany show fragmented structures and weaker governance. The study frames talent as both human capital and a mechanism for demographic and socio-economic resilience, introducing the Talent Ecosystem Resilience Model (TERM), which integrates economic, institutional, and socio-cultural determinants of regional adaptability. Findings offer guidance for strengthening innovation systems, reducing outmigration, and implementing talent-based regional development strategies.
