Abstract
This paper investigates the determinants of business start-up at the local level. Our main original point is to deal with formal institutions, measuring the strength and the quality of municipal cooperation, which may influence entrepreneurship activity. We also provide a dynamic panel data specification to capture the effects of informal institutions. We compare the robustness of our empirical results by using the usual but controversial system GMM developed by Blundell and Bond (1998) and the promising quasi maximum likelihood method proposed by Hsiao et al. (2002). Based on panel data on the 94 French departments (NUTS 3) over the period 2000 to 2008, and considering four different sectors (industry, services, trade and building) we and evidence that municipalities are formal institutions able to boost stat-up activity as soon as they cooperate.
