Abstract
Despite both individual and area-based interventions in deprived areas in many Western European countries the socioeconomic composition of the neighborhoods has remained mostly unchanged. The two main explanations of persistent neighborhood deprivation are selective migration and deprived neighborhoods function, as transit state in individuals’ sorting mechanism. We use predefined natural geographical neighborhoods combined with unique longitudinal administrative data between 1986- 2013 to investigate the dynamics behind persistent deprived neighborhoods. Our results confirm previous findings that individuals’ moving patterns reinforce neighborhood deprivation, but on a yearly basis it only accounts for a small fraction of the overall deprivation in the neighborhood. However, when we look at a period of 30 years (1986-2013) our main finding shows that deprived neighborhoods function as a transit state. Thus, when people move to the deprived neighborhoods they have on average a lower labor market attachment than when they move out.

Abstract
The main ambition of this paper is to develop and implement a conceptual and theoretical framework for understanding how local labour market conditions contribute to explain and predict regional inequalities and changes in the urban-rural divide over time and across countries.
