Measuring the impact of the European Capital of Culture programme on overnight stays: Evidence for the last 20 years

Abstract
This study explores the effects of hosting the European Capital of Culture (ECoC) on overnight stays, by use of data on approximately 800 European cities and 34 host cities pooled over the years 1998 to 2014. A difference-in-differences propensity score matching estimator shows that hosting the ECoC leads to an increase in overnight stays of 8 per cent on average during the year of the event but does not stimulate tourism demand in the subsequent years. However, there is a large degree of heterogeneity in the effect across cities. Cities with a UNESCO world heritage site and presence of an airport are more likely to appear as a ECOC host. Long-term tourism effects can only be observed for a small group of cities (i.e. Essen, GuimarĂ£es, Salamanca and Tallinn).
